Description

Use PHP7 for API requests

The PHP_ENGINE cookie is used by the PHP7 beta feature to have requests
be handled by Zend PHP 7 instead of HHVM. Add the same cookie to our
requests so that our API requests use PHP7 as well, providing some
additional coverage of code under PHP7.
