Mostly revert "Add language information for kai (Karai-karai)"

Support in MediaWiki was deployed with the 1.41.0-wmf.29 train, which at
this point seems unlikely to be rolled back again (T347080).

This reverts most of commit ae42f7e3d69233eaad201648b2a42295ca240f99.
