Get user interface language from session instead of template

This will allow users to set a single, consistent user interface
language even when they regularly edit templates in multiple languages;
it will also finally make translations for languages with no templates
yet available to users.

There’s no way to actually set the language yet (so effectively this
makes the tool English-only), that will come in a separate commit.
