WIP: Run jobs on toolforge-jobs

The Toolforge jobs framework is the designated replacement for the Grid
(T285944). This code manages to create and monitor jobs, but the whole
RDF2Graph pipeline doesn’t actually work in the new framework because
various programs aren’t available in whichever container we choose. I’m
not convinced solving this would be worth the effort.
