Merge branch 'toolforge_i18n'

This starts making the tool translatable, using a new toolforge_i18n
library extracted from the lexeme-forms tool (currently shipped as a Git
submodule, will become a proper package later). Not everything is
translatable yet, but it’s a start and enough to start setting up
translatewiki.net integration, hopefully.
