Update Bootstrap to 4.6.0

I looked through the minor (non-patch) release notes from 4.1.0 to 4.6.0
and saw nothing that looked relevant to the HTML in this tool.

Also, remove the commented-out script blocks, we definitely won’t be
needing those any time soon.
