More closely align in-memory store with database store

Rename BatchCommandRecordsList and BatchBackgroundRunsList to indicate
they’re internal classes, add the store as a constructor argument and
save it as a member, so that it’s available when needed (will become
necessary soon), and remove their docstring and repr (unnecessary and no
longer accurate).
