Also let stewards stop batch background runs

Stewards are global super-admins and can stop background runs on any
wiki. Note that the API request that asks for their credentials
(including global user ID) on the target wiki may end up creating their
account there (I tested with my own account that this is what happens).

The list of steward global user IDs isn’t currently cached, but I plan
to add that soon.
