Add unit tests for _get_count_from_sparql

This introduces a new Test class, SparqlQueryTest,
which mocks the Pywikibot SparqlQuery engine and provides
a helper method to assert that it ran with the given query.

This new class is then used to test _get_count_from_sparql.
