For MobileFrontend, we want to load the javascript modules used on the desktop version of Wikibase but don't want to have all the CSS files loaded as we use our own styling in mobile. We need to somehow separate the javascript and css parts, either per skin or via module targets (all javascript modules have target => mobile and desktop while the css modules have no mobile target).
