Some languages of Africa need to support article titles that begin with a lowercase letter

I am visiting South Africa, and I heard a complaint here that in some languages that are spoken here article titles are often supposed to begin with a lowercase letter, but they are forced to an uppercase letter. An example is the article IBhayi in the Xhosa Wikipedia, which appears as "IBhayi", but is supposed to appear as "iBhayi".

Maybe it can be solved by setting $wgCapitalLinks to true, maybe by frequent use of DISPLAYTITLE on the projects, and maybe by something else.

I'll update the ticket when I learn more details about the requirements, but anybody who knows these languages well is welcome to suggest anything.

fr.wikipedia uses a template {{Minuscule}} with this code:

According https://www.wikidata.org/wiki/Q4282320 there is one on af. too, but currently in use in the articles.

xh.wikipedia doesn't have such template (or it's not linked on Wikidata)

Does not look workable without specific requirements on what languages it concerns and probably some form of approval from the respective communities, etc.
