Move UserProfile code to a separate extension

Description

Special:UserProfile should be moved to a separate extension that works on both desktop and mobile and this extension should/could be used as the basis for site wide profiles https://www.mediawiki.org/wiki/Talk:Structured_profiles

When username is shown in the MobileFrontend main menu without the extension enabled there should be a suitable default.
