Create a phabricator application that simply summarizes which branches are currently deployed, in an easily understandable format.

Description

Essentially this would just be a couple of custom queries over phabricator data with a custom display format to show a unified view of the state of wikimedia release branches, extensions deployed, the current release version for each wiki/project, etc.

Having all of this information in one place with minimal unrelated noise will make it much easier for anyone to determine what code is deployed, and when a given piece of code can be expected to be deployed.

This could incorporate a summary of upcoming SWAT deployments as well
