Suppress "Pages in this category" heading in categories when there are none

Description:
Just as the "Subcategories" and "Media in category" headings are suppressed on
Category: namespace pages when there are none, so should "Pages in category"
headings be suppressed.

This is useful on Commons and for wikis with deep category trees.

Fixed with r20039 without a separate message. Now an empty category is an empty
category is an empty category...
