I think it would there would be a possibility to restrict applying and changing of tags (either in one setting or in two different ones). Such a mechanism could either be handled by different permissions (similar to protect) or directly by assigning tags to user group(s), who are allowed to apply or change them.

I think this was already done - changetags is needed to change tags arbitrarily, and applychangetags is needed to apply tags to one's edits? Unless I am misunderstanding the task
