Write an Oozie job to gather API-based metrics

Description

We want to have API metrics (basic ones) out by the Metrics Meeting. For this we need to set up an automated Oozie job that gathers them. This job lets us get the data in a dashboard-compatible (i.e., automatic) fashion.
