Run a documentation sprint for Cloud VPS and Toolforge

Description

Currently documentation is way too out of date and inconsistent. Setup a weeklong sprint with specific tasks to fix documentation, and run the weeklong sprint, with help from Admins and volunteers.

Should involve both general Cloud VPS and Toolforge.

Neat thought. Is there a hackathon as part of wikimania again? This could be a cool candidate. I would be interested.

Can any of these subtasks be connected with the WriteTheDocs activities coming to San Francisco and Portland?

@Qgil Yes! This is happening. Planning on showcasing the subtasks at both the events.
