Move static-bugzilla from zirconium to ganeti

Description

While the purge for settling bugzilla down is on-going at the minute, dealing with this in the process as well seems sensible as it will happen inevitably anyway.

Hosted on zirconium as bare metal, doesn't need it and gantei is best anyway.

done and switched over. deleted on zirconium. server from bromine.eqiad.wmnet now

Was about to update https://wikitech.wikimedia.org/wiki/Zirconium but https://wikitech.wikimedia.org/wiki/Ganeti does not look like a page to add static-bz now?

I think we'd want a page for Bromine instead, with a note that it runs in Ganeti and hosts static-bugzilla.
