Create UX design for user interface

Description

The Wikipedia Library Card platform needs to have an interface that both promotes opportunities for Users to discover new partnerships, and for editors to access the partnerships they already have. Moreover, the several layers of user stories, next effective interfaces to ensure intuitive work on the part of administrative team.

Spoke to potential UX contractor this morning - will follow up with TWL team.

We never ended up hiring a UX contractor, but as there now is an alpha and it has an interface, I'm going to mark this as done.

I do think a UX contractor will be advisable as the system grows; we are already running short of what we can put in the top nav without being unmanageable, and both the the editor profile and application-evaluation pages would benefit from organization. The ultimate scope of the platform is so ambitious that quality UX attention will be required to ensure that its features are findable and its interfaces not unnecessarily cluttered.
