@bmansurov Can you explain again about how a user would get to this page? How many people would see it?

What are main actions a user takes on this page? How can I see the desktop version?

@KHammerstein, sure. You can see the desktop version at [1] and the mobile version at [2].

@Florian had a patch where a CTA would show up when a user clicks on a locked edit icon. That CTA would have a link to this page and a message that reads something like "This page is locked and you can view the reason by going to Special:Log".
So the purpose is the let the user filter the history of the page and see why the page has been locked from editing.
The main action is to just see the changes made to a page.
I'd say only the people who click on the locked pencil icon and click on the subsequent link to this page would see this page.
