Investigate and potentially turn off NFS in 'design' project

Description

Currently, /home and /data/project are shared across all instances of the design project, allowing files to be shared easily across instances. This however, comes at a cost of less reliability - your instances are unavailable during NFS outages (this is the most unreliable part of all of labs), home directory access is slower, etc. Assuming that all the current instances are labs-vagrant instances anyway, there is not much use for NFS there, and I'd like to disable NFS if it's ok with you guys.

You're right, I don't think we are using anything but labs-vagrant. Is there any way I can check this though? Sorry, I am labs illiterate.

Nope - I see some random stuff from @werdna, mostly just sql dumps. Can probably go? Also the data isn't deleted - it's preserved for at least 6 months, so we can recover later if needed.

Done for the rest, but oophpui and slatetest instances seem dead, and should be killed or investigated.

Killed oophpui. Can we keep slatetest around for longer? I want to resume work on it soon.
