Well, you don't want to request the change at the registrar until it's changed in our local data and also actually up and running on the new service IP. So basically where you want to go from here is:

1. You should split the DNS commit into two: the first commit switches the labs-ns0 forward DNS and adds the new matching reverse, the second removes the old reverse.
2. You should get DNS service up and running on the new IP so that it works for queries (currently dig @208.80.154.94 ... times out, service not running?). Leave the old service running at the old IP as well.
3. Then commit the first DNS change
4. Update with registrar, wait for completion, confirm org TLD servers are serving the new labs-ns0 IPs as glue
5. Wait for a full TTL period on the TLD TTL's for this (which when I checked just now, is 24h)
6. Decom the old service and IP from the local network
7. Commit the second DNS change (remove old IP revdns)
