Please see the URL. MediaWiki:Sitenotice/ar is defined, but when using the
Arabic language setting, it still shows the message from MediaWiki:Sitenotice.
Instead it should show MediaWiki:Sitenotice/ar.

Note that this would not work as expected without further development work,
due to aggressive caching of the rendered sitenotice.

This seems to work for me. When I enable $wgForceUIMsgAsContentMsg = true; The site notice is rendered from SiteNotice/ar (tested in local environment)
