No way in UI to individually re-run missing or new media transcodes

Description

There's currently no way in the web UI to re-run missing or new media transcodes. See T103115 for a possible fix: adding stub rows to the transcode table on the *File output page* for missing entries, so they can be reset from the UI.

Workaround: use browser's debug inspector to grab one of the other 'Reset' links and modify its data attribute to list the desired transcode, then click it. :P
