If we consider that only the author can publish new issues, that person might become a bottleneck or even block the newsletter if they don't show up. In order to avoid this, we need to allow the nomination of more users with permission to send notifications.

When creating a newsletter, there should be a field for

• Users allowed to publish new issues (the creator of the newsletter is assumed).

The editors of a newsletter should be changeable from Manage Newsletters as well (exact policies to be decided).
