https://phabricator.wikimedia.org/tag/wikimedia-irc/ says that Freenode Cloak/channel requests etc should go to meta instead, so Phabricator looks like the wrong place. Has that happened? (No idea how to find consensus though.)

That project has since been renamed to make it clear that FreeNode stuff is not in scope. Unless someone wants to set up a project for FreeNode-related stuff here, we should close this and the documentation ticket (only project there is a tag... even harder for people to find than tickets with no projects). Meetbot ticket can stay since that software is actually having tickets tracked here.
