Deprecate 'wikimedia-office' IRC channel in favour of 'wikimedia-meeting'

Description

Clarity, sanity, etc.; given the principal use isn't "office hours" any more (and hasn't been for years), let's go back to the sane name from before the dawn of time.

https://phabricator.wikimedia.org/tag/wikimedia-irc/ says that Freenode Cloak/channel requests etc should go to meta instead, so Phabricator looks like the wrong place. Has that happened? (No idea how to find consensus though.)

Irrelevant; I'm +o in both channels. :-)

I would imagine this requires an email with discussion, but personally I don't mind either way.

That project has since been renamed to make it clear that FreeNode stuff is not in scope. Unless someone wants to set up a project for FreeNode-related stuff here, we should close this and the documentation ticket (only project there is a tag... even harder for people to find than tickets with no projects). Meetbot ticket can stay since that software is actually having tickets tracked here.
