Phabricator profiles should be localizable and should contain interface for writing their translations in multiple languages. (This should be something the profile owner should be able to do; at the moment I am not requesting it to be a wiki.)

Why should particularly the profiles be localizable? What does "localizable" mean exactly in this context? And I unfortunately don't get what the "should contain interface for writing their translations in multiple languages" part means.

I don't know; its description sounds too involved. I am not speaking of the interface, I'm speaking of the profile contents.
This task is blocked by an hypothetical task about having the Wikimedia Phabricator UI localizable. So far it is English only and there are no plans to localize it, so having localizable profiles wouldn't be that useful since users cannot define their default language.
Meanwhile, users can put the information they want in their profiles, translated in as many languages as they wish.
It is still unclear to me what this is about exactly, but you could have versions in multiple languages by adding those languages yourself.
