Could you please make me (Jamesmontalvo3) the owner of the NumerAlpha repository? As far as I can tell it has never had an owner within Gerrit.

I feel comfortable approving this request on the basis of https://gerrit.wikimedia.org/r/#/c/159013/2 , which is practically a rewrite, and which adds tests and documentation.
