[WMDE internal] Fix the special characters conversion in the file names

Description

When sorting the files into folders the tool changes the name of the files with special characters an umlauts into ascii-strings.

Different names in different operating systems (Mac, Windows, Linux)
Special characters like umlauts, quotation marks and dots are replaced with _
Many endings changes e.g from .JPG and -jpeg i-> .jpg
Big and small special letters (in case of special characters or umlauts) are handled differently (convert into different chracters like ö=_ and Ö= %)
Example: L___%9Fnig_-_D__litz_2.jpg

The desired result would be that the file names are kept intact or at least readable so the jury members can read the name and search for the in Commons, if needed.

We discussed this during story time on 2015-06-24 and the outcome was:
It is most likely the fault of the used download manager. @KasiaWMDE will ask Team Volunteer Support to provide a couple of examples.
TCB will suggest a list of download managers that can be used.

I could not reproduce it yet, neither on Linux, nor on a Windows machine using different download managers. I will ask the Volunteer Support for further details of the setup they have been using.

@KasiaWMDE please note that this is blocked by us not able to reproduce the issue..
