Description

Iff Persona is installed

Enable exporting a badge to Mozillas Backpack using the existing connection through the Persona extension.
Practically this could be an option next to each badge on Special:BadgeView

There is no need to make a connection through Persona. What is needed is support for Badge Baking and allowing the user to download the baked badge. This can then be uploaded to nay badge backpack

This solution has the added benefits of:

Not locking users to Mozillas backpack
Not relying on Persona being up and not changing
Being a minimal change which only affects the OpenBadge extension itself

Not that it should require that a verified e-mail address has been set.
