Wikibugs should not notify channels for "added a commit" events

Description

These are duplicative with the grrrit-wm events. And additional annoyance comes from the fact that merges for MediaWiki extension repositories get pinged twice. Once in the repo, and once in the mediawiki/extensions parent repo (which cites the commit message).

Sorry, the logging of wikibugs was not working correctly, so I can't figure out what the original data from the API was. Could you give another example when this happens again? Thanks!
