Beta features don't work without visiting "Beta" page first?

Description

Content translation was enabled on zhwiki just now and I have "Automatically enable all new beta features" turned on. When I opened Special:ContentTranslation for the first time, it said "No such special page" but it became available after I load Special:Preferences once (even without an explicit saving).
