Remux/transcode Ogg Vorbis audio files to add skeleton track

Seeking on Ogg Vorbis audio files is very slow over the internet as they usually lack a 'skeleton' track with keypoint indices. That's ok for a file with pronunciation of "arigato" but not good for seeking through a long music or spoken-word piece.

Adding a skeleton track with an index should help this greatly; we can do this in our transcode pipeline by removing the exception for transcodes that would have the same codec as the original (which cause .ogg and .oga Vorbis files to not get transcoded).

Need to double-check that ffmpeg2theora will do this for audio-only files; if not need to rig up an alternate for remuxing with oggz or something.
