Exporting existing newsletter to the Newsletter extension

Description

Once the extension matures, and gets deployed in meta - we will have to have an Export newsletter mechanism by which existing huge newsletters like the Signpost can be made manageable by the extension.

As of now, the issues of these newsletters are created as sub-pages of the main newsletter. Hence, fetching issues given a Newsletter wont be a major issue.

Today we have discussed whether this task should be included as blocker of T110642: Implement all the features required for running the Newsletter extension in Wikimedia and we have agreed that importing existing newsletters and their subscribers should be done at a later date. Let's hit a Wikimedia wiki first, let's have the extension being used by new newsletters and new users, let's check the interest of actual newsletter owners in using the new system... and let's decide what to do with that information.

Exporting / importing a newsletter using MassMessage is a task technically as simple as copying the list of usernames in MassMessage format, extract the usernames, and paste them in the right field under "View subscribers".

Newsletters willing to migrate can do this themselves without our help.
