geoiplookup.wikimedia.org provides a fallback for geolocation in case there's a problem with the GeoIP set on varnish, or the of that cookie on the client. A sudden surge in requests to that endpoint would probably indicate there's an issue. Let's keep tabs on it!

I'm not sure "fallback" is the entire story here. We have to use either a geoiplookup.wm.o or http://foo/geoiplookup hit in order to get accurate info for IPv6 clients at this time (that may change in the future). Regardless, I'm not sure what the other non-IPv6 rationales are for hitting those endpoints, but there may be some considering the rather high rate of hits they get...
