[Regression] [Alpha] Page issues and Wikidata infobox added after last modified bar

Description

This task covers two bugs that both (probably) have the same underlying issue.

Go to any article in alpha and scroll to the bottom. Observe that the Wikidata infobox has also been added to the bottom of the page after the last modified bar. Also, if the page has issues, then observe that the the "Page issues" link has also been added just after the last modified bar content.

I can't reproduce the page issues problem anymore, @phuedx can't, too. Closing, and if it happens again, we can reopen :)
