Because Juno is just a stepping stone, I'm going to try a partial upgrade. Horizon and Designate will remain on Icehouse.
Horizon, because we may as well change the GUI fewer times rather than more, and horizon is mostly stateless so skipping a version should be easy.
Designate because there are official upstream Kilo packages and none for Juno -- also our custom plugins will require hand-tuning and I want to avoid doing that twice if possible. If Icehouse designate won't play with Juno nova then I'll revisit this.
Also, for starters, only labvirt1005 will get Juno compute. I'll test it for a bit before moving a populated virt node over.
