Description

I'm getting "Change of state failed" error when marking a CNBanner on Meta as published.
For example https://meta.wikimedia.org/w/index.php?title=Special:Translate&group=Centralnotice-tgroup-wm2015register&language=fi&filter=translated&action=translate
When translations are "Ready" and then I mark them as "Published", I'm getting the error mentioned above.

Regardless of the error, translations are marked as published (https://meta.wikimedia.org/w/index.php?title=Special%3ALog&type=translationreview&user=Stryn&page=&year=&month=-1&tagfilter=). Please note that this error applies only for messages that will be saved to "MediaWiki" namespace.
