When T78089: [epic] Banner History MVP is complete, we will be able to produce an easy, straightforward feature that lets banner creators limit banner impressions with a simple click on a box. They can quickly say, "I'm not a sociopath or anything, so please show my banner no more than 5 times".[1]

Requirements:

• Please make this banner-limiting feature be turned ON by default. People who really need to spam the world endlessly can go to the (quite minimal) trouble of un-ticking it, but since 90+ percent of users ought to limit the number of impressions, this should be turned on automatically, and thus save all of us the worry about forgetting to set it correctly.
• The number of impressions should be variable (within a range?). We should define this better based on best practices when we get closer to implementing.

[1] Where "5" is any relatively small number that is generally agreed upon. It might be, for example, twice per day, or three times in a row, or ten times a week, or whatever. But limited, so that people like me don't have to manually dismiss every single banner times every single project I visit in the course of a typical campaign, times two accounts.
