Does it apply to the terms of use of tool labs to track certain thing?

According to: https://wikitech.wikimedia.org/wiki/Wikitech:Labs_Terms_of_use, we are permitted to collect information anonymously:
You should not collect or store private data or personally identifiable information, such as user names, passwords, or IP addresses (“Private Information”) from the individuals using your Labs Project (“End Users”), except when complying with the conditions listed below.
It also states that one of the intentions of Labs is to collect analytics:
The purpose of Wikimedia Labs is to make it easier for developers and system administrators to: ... do analytics ...
If we were to collect identifiable information we would be required to display a disclaimer provided here: https://wikitech.wikimedia.org/wiki/Wikitech:Labs_Terms_of_use#What_information_should_I_provide_to_users.3F and comply with their terms for handling this collected information. However, for the statistics we are planning to collect this shouldn't be necessary with the exception for part b in T103501 which states:
users visited the page (unique visitors)
If we are to collect unique visits we would need to track each user in order to determine if they have visited the site before, this requires a method of identifying each user. I also looked around for other sources but was always redirected back to this page.
