Improve the selection of default language when starting a translation

Description

On English Wikipedia, I got English as suggested target language, but I would expect a better default option than "Qafár af" as a source language.

My browser has Spanish and Catalan and I have probably selected those language previously.

Tested it now on the English Wikipedia - no more Qafar Af, now it's Spanish. Can be changed to another default if there's a good reason, the the ULS change is supposed to make it not very relevant anyway.
