Changing priority to "Needs Triage" should not say that priority has been raised

Description

If I change priority on any task to "Needs Triage" it says I'm raising priority, even if it is from "High".

"User raised the priority of this task from "High" to "Needs Triage".

Changing to "Needs priority" is not a "raise in priority".
