PropertyLabelResolver currently only uses a single language for finding the property ID for a given label. It would be useful to able able to use labels in any fallback language of the target language.

This would allow English labels for properties to be used anywhere (because English is used as the ultimate fallback), to improve portability of template code, without resorting to using P-ids directly.
