Rollout CirrusSearch to codfw as a backup data centre

Description

Its not super clear how we do this yet. Certainly we'll need to setup the jobs so the replication works. Maybe we just setup the jobs and then write a "quick" script to copy a wiki's indexes from on DC to the other (respecting versions) and run it. Something like that.
