Some Flow topics are not being created properly in core page and revision tables

Description

If you try to link [[Topic:Sjexta4gc57gkjqf]] in some mediawiki.org wiki page (e.g. Project:Sandbox) the link will be parsed as a red link:

red.PNG (104×326 px, 3 KB)

But the page/topic itself already exist:

exist.PNG (504×1 px, 70 KB)

The link should be blue (like other existing pages, too).

The topic listed here also has the same problems as much longer list on T138306: Broken topics on mediawiki.org and test wiki that the API doesnt believe exists: https://www.mediawiki.org/w/api.php?action=query&prop=info&titles=Topic:Sjexta4gc57gkjqf says the page is missing.

It seems to be mostly topics created over a year ago.

Reminder that this (maybe) is responsible for mediawikiwiki Flow dumps taking 2 days for each run, a ridiculously long time. It would be great to get that fixed up.

Reminder that this (maybe is responsible for mediawiki Flow dumps slowness. This time it's taken 4 days for the history dumps and they are still not done. This is holding up regular maintenance windows on the dump producer boxes. Can someone have a look please?
