so flow should do something similer like {{#useflow:1}} or something similer.

Special:EnableFlow allows for users on-wiki to convert a page into a Flow one.

And Special:EnableFlow is locked to only the flow bot is allowed could all users be allowed to use it please.

It requires 'flow-create-board', which can be assigned to any group. Which group is appropriate depends on the wiki. Third-party wikis can do whatever they want, including granting this to all users if they want.

Thanks. A task should be open to request that all users can convert or add flow to any page that has not been protected or any other reasons.
