Description

Right now block migration sort of works, but...

migrated instances lose their copy-on-write aspects and get huge
post-migrated instances can be suspended re-compressed and resumed, but suspend/resume is suspect
overprovisioning rules are ignored for live-migration which means we can't actually migrate to an already-partly-full server
