The same in Japany - it looks like only related to country names if the space permits. A screenshot to illustrate:

This isn't happening with the new style, but this feels like a case where there could be an obscure Mapnik setting that differs, so I'm not inclined to say it'll be fixed for sure.

Writing Korean vertically — that's a concept for pre-1980 era and is effectively dead concept as of 2018.
