TL;DR, VE can already be used at outreach wiki (activate it from your Beta Features, like on Meta).
40+ users have already activated it.
I'd say you may want to notify the outreach community about this proposal by leaving a note at the VP, which is at Wikimedia:Village_pump, and which leads us to the reason why VE isn't the default there, AFAIK.
A number of pages, including the village pump itself, are "misusing" the namespace they're on, that is, they are being used as "talk pages" while not being on a Talk: namespace. This is relevant as VE doesn't allow signing posts; moving any active pages to the relevant talk: namespace so that VE can't be used there could be a solution.

I'm canceling this task, at least until a discussion happens.

I hear there is a gadget we could enable which adds a signature button in VE. But there's still the sketchy (T91252) indentation support, so this does seem like a blocker, unless VE can be disabled per namespace?
