Verify that health check from rcstream load balancer actually fails if Redis backend is unavailable

Description

We broadcast from MediaWiki to multiple Redis servers. And we have N*2 RCStream servers each listening to one of the Redis servers.

In front of that is a load balancer that depools based on health checks. However I don't feel confident that the RCStream sever itself would appear unhealthy if it's Redis server is no longer working properly for some reason.

this is certainly the case if redis server is down (cfr T130147), not sure if redis stops working after rcstream has successfully started

Declining per RCStream being deprecated and scheduled to be shut down on July 7th.
